For transparency this is heavily inspired by `Equinox` and `Simple-Pytree`, which have been adapted to provide metadata functionality, to apply transformations and stop gradients, etc. We hope to be Equinox compatible, as much as possible.

What is the current behavior?
Parameters are currently represented by a dictionary with similar dictionaries formed and passed around for bijectors, priors, and trainability status. This PR conveniently bundles these quantities together.
